10% unemployment doesn't cause a political crisis because those most hurt don't vote, and everything possible is done to discourage them from voting and to make it as difficult as possible if they nonetheless have a mind to. (Why they don't take to the street to express their anger is a different question, to which I don't have a good answer.)

What fiscal stimulus? What little was done at the federal level was (at least) offset by cuts at the state and local levels. It's pretty hard to judge the effectiveness of something that didn't actually happen.
