I would actually argue that *both* Observe and Orient are culturally-dependent acts. There's a strong argument to be made that the things we 'see' are highly linked to our culturally-shared categorisation of the world. This is one of the challenges of integrating adult migrants.
I'm very pleased that you highlighted the need for "faster GOOD decisions". The rule of law is decidedly not fast, but over time it's been shown to produce better decisions on average than (the faster but flawed) autocratic decision-making approach. But overall there's an irreconcilable trade-off between speed and quality of decision-making.
In knowledge management parlance, a more effective culture has better knowledge processing routines. This is something that *can* be analyzed and improved -- the discipline still has a long way to go, but the KP approach at least provides a framework for discussion.
