@Noah -- You can actually bulk-update comment and trackback settings on up to 50 posts at a time now:
1. Navigate to Weblogs > Manage > List Posts
2. Click the "Change" link at the bottom of the page and select to view 50 items at once
3. Click the Checkbox in the header of the post list to select all the posts in the list
4. Click the "More actions..." dropdown at the bottom of the list and select "Close Comments" or "Do Not Accept Trackbacks"
You can also set comments to close automatically after a certain amount of time. See http://kb.typepad.com/id/51.
