I think it's a mixed bag... overall a net plus but there's perhaps a trade off between deeper social engagement with a smaller number of people versus a little more shallow interaction with a lot more people. I think social media is really effective at increasing "ambiant intimacy," a general sense of what's going on in other people's lives. But, it's a poor substitute for the kind of deeper sharing you get from, for example, sharing a meal in a comfortable setting.

Scooters are great. I love mine. Hills aren't a problem as long as you get a big enough engine. Cold and rain are not an issue as long as you have the right gear. Avoid the few days where there's still ice and snow in the street and you're fine. Scooters are far more fun to drive than a car!
