A golf course is a nice idea and you offer several items of why you feel it would be needed and successful in the Southport property. I don't disagree with your suggestion.
You close with "Mayor and Council should take action now to make this common-sense plan a reality".
Can you further clarify what your actual plan is?
Specifically, in your plan who pays for the landfill closure and the development of the golf course?
'Cause I see that as a tens of millions dollar effort and paying for it is the tough challenge.
Over in Bellmawr their massive landfills were closed by a private developer. Many millions of dollars. Bellmawr now has a role in guiding what will be developed there... again I believe the goal is private developers.
To be clear.. I am not a GC resident. I write the 42Freeway.com blog. Over 600 post on South Jersey commercial development projects. Your suggestion is intriguing to me and I just more curious about separating the wish from the actual plan.

They probably will..
New liquor licenses aren't really issued regularly. This liquor store is opening because the Bar on the right half of the building (closed) which was open for many years under different names, has a liquor license which supports both a full bar and liquor store. This is actually quite common. So the new owner has decided to build out the liquor store (which the prior owner chose not to do) and can do so with the same license, as it has the same address as the bar on the right half. Later on the owner can open up the bar.
Bobcat's Liquors in Deptford, and Cherrywood Liquors in Blackwood are also full licenses that if they wanted to, the could open up bars (at the same address)!
Liquor licenses are based on population. one per 3,000 I think. so most town's were allocated their licneses 60+ years ago, and its only if the population has grown, can they get new ones. In some thriving communities like Cherry Hill, this has caused liquor license prices to sell for over a million dollars (from one business to a next). Its also why you see fewer and fewer mom and pop bars in many towns because the big national chains will buy an old bar just to get the liquor license. Deptford for example only really has Nippers left as a "local" pub. Krazy Kat's license was bought for the Red Robin in the Deptford Mall
The only times new ones in NJ are issued, is when either then town was "dry" such as Moorestown was up until 5 years ago or so, and they passed a law to allow alcohol and immediately created 4 new licenses. Or if a town grows in population (every 3,000 residents equals a new full license).

Looking at maps, it seems that the intersection of Delsea and 295 is the dividing line between the two towns, although Ryan Ave may start out in Deptford and end in Westville as it seems Westville in that area crosses over 295.
So from my perspective that Dunkin Donuts is in Deptford, but I listed Westville as I think many consider it Westville (which I guess is your point! ha)
I had friends who used to work back in that little warehouse area to the side of the Dunkin Donuts, and they always called it Westville... but according to maps I look at its Deptford.
